The New York City Council is considering a plan that would make a huge change to rezoning.
What's called the City of Yes of Economic Opportunity legislation would be the biggest change in the city’s commercial and manufacturing zoning in decades. Chair of the City Planning Commission Dan Garodnick says outdated zoning rules are hurting the city's economy.
"New Yorkers are tired of walking past empty storefronts and it is a bad look when the city's own rules are preventing up from filling them."
The legislation will modernize the rules, making it easier for businesses to operate and expand he says. However, some spoke out against the measure at Monday's public hearing. Councilwoman Vickie Paladino says it would destroy zoning and take away the city's character.
