New York City's Council Speaker Adrienne Adams is proposing an idea to address the affordable housing shortage. The speaker gave her state of the city speech today.

The council speaker wants to build apartment buildings on unused open space that is currently within New York City Housing authority developments. Adrienne Adams says this would be higher density buildings and tenants would have the option of moving in from their old buildings.

"We want to send around an idea that could contribute to a more sustainable future for public housing in our city. Despite its cash deficits, NYCHA is land rich."

She says her idea could start as a pilot program in which tenants would then have input. Adams admits the plan would need funding sources from the local, state and federal level.
